More automatization during the validation

From now on, the waste reports are automatically checked for completeness (5 cycles). As a result, each waste manager will receive a rejection message as early as one day after submission if any data is missing. In this way, each waste manager can complete his report faster.
Furthermore, we ask that you only consider using the wizard if you have limited collection activities (e.g. maximum 5 collections per year) in the Brussels Capital Region.
